Stubborn Dogs

I will admit, the words "Stubborn Dog" sometimes still comes out of my mouth. But then after my aggravation calms down, I remind myself that a "Stubborn Dog" is simply a result of someone taking the wrong training approach for this kind of a dog's mind.   1. I got a 5 1/2 year old Maltese from a rescue that was severely mistreated. She was taken from a puppy mill where she was used solely to have litters. She was kept in a cage, never let outside, and had no positive interaction with people. She was moved from foster home to foster home because of her behavior. When I got her, the foster mother was not truthful with me about her behavior. She is terrified of people. We have had her now eight weeks, and we cannot get near her. She runs from us. Whether I should or not, after seven weeks, we corner her into a room where she can't go anywhere. I pick her up and hold her and pet her for an hour or more each day. It has not helped her fear of us. She still runs from us. I could use all the help I can get on how to best help this dog.
